Storm Water Utility Fee - Procedures
- Ensures all constructions and demolitions in private properties and public rights of way comply with all applicable
federal, state, and local NPDES requirements in accordance with the Clean Water Act.
- Compiles the Annual Report given to the State of Florida Department of Environmental Protection for compliance
with the City of Miami municipal separate storm sewer system (MS4) permit FLS000002.
- Conducts plan review and approval for those construction and demolition sites disturbing 0.5 acres (21,780 square
feet) or more per City Ordinance 13081 adopted August 9, 2009.
- Administers a variety of environmentally-related contracts for storm drain system and pipe cleaning, deep well
cleaning, outfall cleaning, pump stations maintenance, surface water cleaning, canal and waterways maintenance
and tree planting.
- Oversees and inspects the construction, installation, and repair of new storm sewer systems either with contractual
services or with the Public Works Operations Division.
- Assists in the final acceptance of all Capital Improvement Program Office construction projects to ensure
compliance with the current Public Works Design Standards.
- Processes and administers Dewatering permits for the public rights or way.
- Conducts annual education classes for Erosion and Sediment Control Training and Illicit Discharge Detection
classes to the public and government employees.
- Conducts annual inspections of storm drain systems near high-risk industrial facilities to ensure no pollutants are
discharged to the public right-of-way.
- Participates in the monthly Miami River Commission Stormwater Subcommittee meetings and reports on the
activities performed by the City of Miami related to environmental protection of the Miami River and its tributaries.
- Inspects and conducts thorough investigations of all environmental complaints received by the Public Works
Department.
- Inspects Tree Issues in the Public Rights of Way and City of Miami property.
- Processes and inspects all bee and wasp related complaints located in the public right-of-way.
- Receives and processes Storm Drainage, Illicit Discharge and Environmental complaints.
- Oversees contracts to collect pollutant monitoring data for several canals and waterways.
- Coordinates the City of Miami’s compliance with the Total Maximum Daily Load (TMDL) program under the Clean
Water Act.
- Administers the assessment of the storm water utility fee accounts.
- Administers the Department’s GIS Data for the storm water system.
