Labor Relations provides City
departments and employees with sound
guidelines on how to manage human
resources effectively and efficiently.
It is also responsible for documenting,
developing and implementing policies,
procedures and mandates that support the
City's mission. This includes taking a
leadership role in administering
grievances, discipline, and contractual
benefits. Additionally, Labor Relations
monitors compliance with federal, state
and local laws, and conducts
investigations including violations of
the City's Administrative Policies (“APMs”).
Labor Relations, via the Chief
Negotiator as designated by the City
Manager, negotiates and implements the
City's collective bargaining agreements
(CBAs) with the appropriate unions:
AFSCME, Local 1907; AFSCME Council 79,
Local 871; FOP; and IAFF.
