What is a Qualified Census Tract?

A Qualified Census Tract (QCT) is any census tract (or equivalent geographic area defined by the Census Bureau) in which at least 50% of households have an income less than 60% of the Area Median Gross Income (AMGI). HUD has defined 60% of AMGI as 120% of HUD's Very Low Income Limits (VLILs), which are based on 50% of area median family income, adjusted for high cost and low income areas.

Standard Operating Procedures for Qualified Census Tract (QCT) Requests

When a request for a QCT confirmation letter is submitted to the City of Miami, the developer will be instructed to:

  1. Complete the online QCT Confirmation Online Form. The QCT request must have the following in order to be processed by the Planning and Zoning Department:

    • Developer Name

    • Site Address (Exact address preferred)

    • Aerial of site (optional)

  2. The QCT request will be forwarded to the Planning Department to verify the site's QCT eligibility. After QCT status has been verified, the Planning Department shall provide the following: 

    • An official QCT confirmation letter from the Planning Department.

    • An aerial image, produced by Planning staff verifying the site’s location within a QCT.

  3. Allow 3-5 business days for notification from the Planning Department for ACT Confirmation and AHC Letter pickup.

  4. Pick up your QCT Confirmation and AHC Letter from the Planning a Department located at:
