(Posted 02/21/2018)The City of Miami Department of Community and Economic Development (DCED) is announcing the availability of FOUR seats to serve as a voting member to the Housing and Commercial Loan Committee (HCLC).The HCLC's purpose is to approve or disapprove certain housing and commercial loans and/or grants to be provided by the City of Miami under Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Housing Opportunities for People with AIDS (HOPWA), State Housing Initiatives Program (SHIP), Affordable Housing Trust Fund (AHTF), and any other funds administered by the DCED. The HCLC is also tasked with studying the housing affordability crisis in the City and making bi-annual policy recommendations to the City Commission. HCLC members must meet certain housing-, banking related experience qualifications. Applications are now available for income-eligible City of Miami homeowners who
are seeking financial assistance to repair specific property issues that are
directly related to property damages caused by Hurricane Irma, declared a major
disaster in Miami-Dade County (DR-4337). This program has limited funds and is
therefore administered on a first-come, first-eligible basis. The applicant must
reside in the property being included in the application and the property cannot
have a tax assessed market value greater than $400,000. Please see the

The City of Miami is expected to receive an estimated $1,230,664 in grant funds
under the State Housing Initiatives Partnership (SHIP) Program during State
Fiscal Year (FY) 2017-2018. Funding for the State Housing Initiatives
Partnership (SHIP) Program is based upon the amount of revenue generated through
the local documentary stamp tax paid on all real estate transactions and the
State approved budget through the Florida Housing Finance Corporation (FHFC).

Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA)
Funding for FY 2017-2018
The City of Miami Department of Housing & Community Development will issue three different Requests for Proposals (RFPs) on Friday, January 20, 2017. In February, the Department will hold several Pre-Proposal Workshops for applicants seeking funds from the Home Investment Partnerships Program (HOME), Community Development Block Grant (CDBG) (in the categories of Public Service/Economic Development/Emergency Solutions Grant), and/or Housing Opportunities for Persons with AIDS (HOPWA) programs for Fiscal Year 2017-2018 which runs from October 1, 2017 through September 30. 2018. Please note that the contracts for Public Service/Economic Development/ESG activities and HOPWA may be awarded for up to two years, based on performance in the first year.

create mixed-income, multi-family affordable rental housing to benefit:
- at least 15% of units for households (HH) at 30% of Area Median Income (AMI) adjusted for family size as set annually by the U.S. Department of Housing & Urban Development (HUD);
- no more than 30% of units for HH making between 80% and 140% AMI;
- and, all other remaining units for HH between 30% to 80% of the AMI.
Sites are offered "as is" by the City. Please see all details in the RFP. A
workshop will be held to address questions related to this RFP on Tuesday,
November 29, 2016, 10:30 am to 12:30 pm at the Little Haiti Cultural Center
located at 212 NE 59 Terrace, Miami, FL 33137. You can download the RFP here

The City of Miami Department of Community and Economic Development (DCED) is
announcing the availability of FIVE seats to serve as a voting member to the
Housing and Commercial Loan Committee (HCLC).The HCLC's purpose is to approve or
disapprove certain housing and commercial loans and/or grants to be provided by
the City of Miami under Community Development Block Grant (CDBG), HOME
Investment Partnership Program (HOME), Housing Opportunities for People with
AIDS (HOPWA), State Housing Initiatives Program (SHIP), Affordable Housing Trust
Fund (AHTF), and any other funds administered by the DCED. The HCLC is also
tasked with studying the housing affordability crisis in the City and making
bi-annual policy recommendations to the City Commission.
There are currently five (5) open seats for individuals with expertise in the areas of:
- A person actively engaged in home building industry in connection with affordable housing (AH);
- A person actively engaged in the banking and mortgage banking industry in connection with AH;
- A person actively engaged as a for-profit provider of AH;
- A person actively engaged as a not-for-profit provider of AH;
- A person who represents essential services personnel of a company within the City (education service, health care, law enforcement, fire safety, criminal justice)

Due to Hurricane Matthew related weather, we MUST CANCEL today's HOPWA public
hearing which had been scheduled at the South Dade Regional Library at 10750 SW
211 Street at 4 p.m. The library will NOT be open later this afternoon. We will
reschedule at a later time. This means that BOTH HOPWA public hearings have been
cancelled. Our apologies.
UPDATE: Please note, that due to inclement weather expected later this week related to Hurricane Matthew, the Department is CANCELLING the HOPWA public hearing that had been advertised to take place on Thursday, October 6, 4 p.m., at the Miami-Dade County Edison/West Little River Community Resource Center located at 150 NW 79 Street, Miami, FL 33150. We apologize for the inconvenience. As per the Code of Federal Regulations 24 CFR 91.200, the U.S. Department of
Housing and Urban Development (HUD) requires entitlement cities that receive
funds under its grant programs to prepare an Annual Action Plan, which details
proposed activities to maximize the benefits of federal funding for low income
residents. The City of Miami is required to report annually to HUD on projects
funded through the Community Development Block Grant (CDBG); Home Investment
Partnership (HOME); Emergency Shelter Grant (ESG); and Housing Opportunities for
Persons With AIDS (HOPWA) programs.
The City of Miami Department of Community and Economic Development has completed
a draft of its FY2015-2016 Action Plan. The Annual Action Plan will be available
for public review and comment for a period of no less than 30 days. The review
and comment period begins on February 23, 2015, and ends March 25, 2015. The
plan will be presented to City Commission for approval on March 26, 2015,
(public hearing) at City Commission Chambers, 3500 Pan American Drive, Miami, FL
33130 at 9:00 a.m.

City of Miami residents are encouraged to participate in this public hearing to
discuss proposed changes to the goals, objectives, and policies regarding the
City of Miami Section 8 Mod-Rehab/Housing Choice Voucher programs as reported in
the PHA's 5-Year Plan (FY2015-2019), as well as its Administrative Plan. Draft
format of these 2 documents will be available for public review from November
1st through December 15th, 2014 atwww.miamigov.com/communitydevelopment/Reports.html.
Familiarity with the policies contained in these 2 documents is highly desirable
and recommended for a productive public hearing.
The public hearing will take place on Tuesday, December 16, 2014 at Jose Marti Park located at 434 SW 3 Ave., Miami, FL 33130 at 3:00 PM.
Interested individuals are encouraged to attend and comments from the public
will be heard and recorded. The meeting site is accessible to the handicapped.
